Why does a card say Blocked by your settings?
Your Allow my store to request permission prevents inviting that store. Change it in Network & matching to send the invitation.

Blocked by your settings means your own permission Allow my store to request does not allow inviting this store. For example, it is set to No one, or to Network suggestions only and the store is not a match.
Open Settings → Network & matching, set it to Any store or Network suggestions only, then reload Network.
