Why is my guest post stuck in Draft?
Usually a monthly limit was reached when the agent finished. Check Usage This Month, then use Submit to host when there is room.

Agent posts are normally submitted and published automatically. A post stays in Draft when that step could not run, most often because your draft submissions or published posts limit, or the host's auto-publish limit, was reached.
Check Usage This Month on Plans. When there is room again, click Submit to host in Outgoing activities.
