What does Needs action mean for a partner?
Needs action counts the guest drafts and posts with that partner that are waiting for you, such as a draft to review or resubmit.

In the Accepted partners table, the Needs action column shows, for example, “2 actions needed” when something with that partner waits for you: a draft to review or publish as host, or a Draft or Changes requested post to submit as guest author.
Select the partner, or open Outgoing and Incoming activities, to take the action. “No action needed” means you are all caught up.
