Is there a limit on pending requests?
Yes. Requests waiting for a reply are capped: 10 on Free and Starter, 20 on Professional and 40 on Enterprise.

Yes. Besides monthly network requests, there is a cap on requests still waiting for a reply: 10 on Free and Starter, 20 on Professional and 40 on Enterprise. When it is reached, new invitations are refused with a plan limit message.
Cancel old Pending requests in the Sent tab to free slots, or wait for stores to answer.
